I want to create MPEG videos out of Arabic Text and Arabic Audio (Quran files).
I have the arabic text, and I have the audio file that matches it.

You can think of the arabic text as subtitles for the video with a simple rotating background images (random or whatever)

the output will be a script that will write a MPEG4 file that i can burn to dvd

you can use AVISynth scripting tool or anything else such as "XTreme Photostory on DVD" (http://www.magix.com/en-ca/us/xtreme-photostory-on-cd-dvd/deluxe/) or even "Audio DVD Creator" (http://www.audio-dvd-creator.com/)
