i need a very urgent map/statistics solution. this should be done in flash and include a map section (zoomable and movable) and a navigation section (right side of the map).

in the navigation section there's a two-level-menu that allows the user to select one of 10 maps and specific data connected. according to user input, the requested map should be shown in the map section (maybe with some nice transition/blending effefct?). also, the data for the map should be loaded from xml, and the regions in the map need to be colored according to the data (there's a fixed range of green color values). on mouseover at any of the regions a small popup should be shown in flash with some additional data that should also come from the xml file.

there also needs to be some simple, but nice preloader animation (rotating circles?) while loading the maps and data.
