Description:

I need you to improve upon a script I have already had created. I accepts as inputs a list of URLs from a web page. It then sends a special message called and RPC ping to a list of sites that I've configured it to use. The script pings (using the XMLRPC::Lite module). As it is now, it runs only when called on. I need it to run as a service. The URLs that are submitted need to be added to a queue in a MySQL table, and the pinger service needs to interate through that queue with a good dose of sanity (so it's not sending loads of pings to the configured sites).

Deliverables:
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Worker in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the worker's Worker Legal Agreement).
Desirable applicants will be good at communicating in English. I need to be able to communicate my vision for how I'd like such a service to work and behave, and I need to be able to work with someone who can understand me, ask questions, and complete the work. I even prefer this over expertise. Reliability is just as important to me. Needd to have the perl script installed and running on the server as a service. It needs to be accessible from the existing web-based interface which I will provide code to. It needs to be functioning properly (obviously).
  • All deliverables must be uploaded to Rent A Coder before the deadline(s) for this bid request...with no exceptions. If this contract makes it impossible for a competent person to do this, then do not start this bid request...but instead alert Rent A Coder of an un-arbitratable, illegal bid request.
  • Remember that contacting the other party outside of the site (by email, phone, etc.) on all business bid requests <$500 (before the buyer's money is escrowed) is a violation of both the software buyer and worker agreements. Rent A Coder monitors all site activity for such violations and can instantly expel transgressors on the spot, so we thank you in advance for your cooperation. If you notice a violation please help out the site and report it. Thanks for your help.
